Victor began his career as a telecommunications lineman in the Northwest Territories. In the late 1970s, he bought into a small partnership that evolved into Valard. He has steered the company’s tremendous growth ever since.

Adam Budzinski

An engineer by profession, Adam oversees all operations of Valard. Before taking on the president’s role, he led the electrical scope of Hydro One’s Bruce to Milton 500-kV project and established a new business unit in Ontario.

Roland Bailey

Roland works alongside Victor to drive business development initiatives. He develops stakeholder relationships with existing and prospective partners and seeks out opportunities in new markets.

Graham oversees Valard’s operations in British Columbia. Over his career, he has successfully managed many multi-million dollar projects in the commercial and electrical transmission industries. Prior to joining Valard, Graham held management positions with BC Hydro and Northeast Utilities Inc.

Joe Pandiak

Joe has directed and played a lead role in the construction of innumerable transmission projects, including the Hydro One Bruce to Milton 500 kV double circuit line, 435 kilometres of 115 kV transmission line to the Victor mine in Northern Ontario and the CNRL 260 kV double circuit transmission line with two 260/72/34.5 kV associated plant substations.

Phil Seeley

Phil oversees distribution projects, distribution estimating, telecommunications and four-party service functions. With 30 years of experience, Phil has seen the industry from almost every angle. He started with Valard in 1981 and has worked as a labourer, apprentice, journeyman, foreman and supervisor, in addition to his current role.

Gil Mourant

Gil has over 30 years of experience in the design and construction of structures and foundations for high-voltage transmission lines and stations. He also has expertise in transmission line planning and routing.

Vicki Marks

Vicki is responsible for Valard operations east of Manitoba. She has 15 years of diverse experience in the power utility industry, working on both the utility and consultant sides. She has overseen the successful delivery of numerous projects, including the engineering-procurement-construction for wind farms in Alberta and New Brunswick.

Andy Felczak

Andy is an award-winning health and safety leader who has worked in the sector since 1986. With CRSP and CUSP designations, he has overall responsibility for Valard’s health, safety and environment initiatives. Andy served on the board of governors of the Canadian Registered Safety Professionals in 2010. From 2000 to 2007, he served as president of the Alberta chapter of the Canadian Society of Safety Engineering and sat on its national board of directors.
