Victor began his career as a telecommunications lineman in the Northwest Territories. In the late 1970s, he bought into a small partnership that evolved into Valard. He has steered the company's tremendous growth ever since. Although Victor retired as Valard's CEO in April of 2017, he remains integral to the company through his role as Executive Advisor.
Barkley brings a wealth of experience and successful project completion and operations management with him. In his most recent role as COO for the Valard Group, Barkley secured and then completed the record-breaking WFMAC Project, the largest engineering, procurement and construction (EPC) electric transmission project ever awarded in North America. Barkley’s three decades of experience in the powerline industry started at McGregor Construction, where he fulfilled several different roles, most recently as President, from 2011 – 2014.
Barkley has worked on numerous EPC substation, transmission and distribution projects. His experience in the field has helped Barkley refine his expertise at managing and connecting the two components of every successful project; the design and the execution. Barkley puts substantial emphasis on teamwork and accountability, key factors in his leadership style.
Steve is the Chief Commercial Officer at Valard, responsible for the company’s commercial division, business strategy, growth and positioning in the industry. A native of Thunder Bay, Ontario, Steve’s previous experience includes top executive positions with SaskTel as President, Sasktel International and Chief Commercial Officer at SaskPower. Steve has been recognized by Caldwell Partners International as one of Canada’s Top 40 under 40 for outstanding achievements in community spirit celebrating the achievements of 40 Canadians in the private, public and not-for-profit sectors, who have demonstrated remarkable success before passing the age of 40. Steve has also been nominated for the Ontario Premier's Award on two separate occasions recognizing the achievements of Ontario college graduates in the province and throughout the world. He has also been featured in major Canadian business news media, including The Globe and Mail. Steve has and continues to actively serve on various boards and charitable initiatives across Canada.
Dave Torgerson began his career with Valard in 2003 as a Construction Manager. He has since worked his way up the ladder to his current executive role.
During his tenure with Valard, Dave has exhibited superior skills at managing overall quality assurance, quality control, personnel, schedule, budget and leadership for many transmission projects, with a focus on transmission, construction and execution. Dave is a highly respected planning and construction management expert within the industry and is well versed in all aspects of construction, engineering, procurement and maintenance, for public and private utilities and other clients in transmission.
Victor is responsible for all Finance, Accounting and Treasure functions for the Valard Group. Victor received his Bachelor of Commerce degree from the University of Calgary and then achieved his Chartered Professional Accountant Designation while working at Collins Barrow Chartered Accountants in Calgary. After leaving public practice, Victor spent seven years at the Silvacom Group of Companies in the top Financial Position and then nine years at North American Construction in many different roles of increasing responsibility. Victor enjoys giving back to the community by volunteering significant time to the Devon Minor Hockey Association. Over a number of years, Victor has held many head coach and assistant coach positions, as well as elected to hold the Treasurer, Vice President, President and Past President positions on the Executive Board.
Shilo's career has spanned from the worksite, to the courtroom to the boardroom. Having received his Environmental Degree, Shilo started his career in Toronto working for PCL Construction Ltd. as a Loss Prevention Supervisor. While at PCL, Shilo oversaw HSE operations on projects ranging from $1 Million to over $1 Billion dollars throughout Canada. Following his time at PCL, Shilo obtained his Law Degree and passed the Alberta bar exams. As a lawyer, Shilo worked for a number of prestigious law firms in Alberta and had a legal practice primarily focused on Occupational Health and Safety. Shilo also teaches and develops programs for the University of Alberta OHS diploma program. Shilo likes to give back to the community - he is on the CRSP regional screening committee and is a frequent presenter for non-profit organizations across Canada. In addition, Shilo has also achieved his CRSP and CUSP designation.
Phil oversees distribution projects, distribution estimating, telecommunications and four-party service functions. With 30 years of experience, Phil has seen the industry from almost every angle. He started with Valard in 1981 and has worked as a laborer, apprentice, journeyman, foreman and supervisor, in addition to his current role.
Keith has over 25 years of experience in the electrical power industry, including senior roles in executive leadership, project management, operations as well as health and safety. At BC Hydro, his innovative work in Construction Safety earned him the Canadian Society of Safety Engineering Safety Professional of the Year award. As a senior leader, Keith managed the operations and construction divisions of FortisBC, prior to leading several important transmission and substation projects to accommodate an expanding power system. His knowledge of the industry and certification as a Project Management Professional play an important role in his ability to understand and fulfill customers’ requirements. As the president of Allteck Line Contractors, Keith was instrumental in fostering new customer relationships, overseeing significant corporate growth and expanding company operations across Canada.
Jennifer joined the Valard Group of Companies in November 2016. As a member of senior management for the Group, Jennifer oversees the legal matters for all the Valard Companies across Canada. Jennifer is also responsible for the Contracts Group within Valard.
Jennifer received her LL.B from the University of Western Ontario in 2004, and spent time practicing in both Toronto and Calgary with a large national law firm. In 2008, Jennifer joined one of the largest construction companies in North America as Legal Counsel where she handled all of the legal matters for two large business units, including managing claims and lawsuits, supporting projects, negotiating contract deals, handling labour and employment matters and overseeing other general legal matters. In 2014, she took on the role of Commercial Counsel, Senior Commercial Counsel and then Associate General Counsel where she focused her attention on negotiating and structuring multi-billion dollar projects for the construction company. Ken has over 20 years of experience in leadership roles for complex construction projects in the Telecom sector. During his time at Valard, he's doubled the size of the team and added many new clients to the telecommunications portfolio. In addition, he's implemented improved standards for safety, team building and cost cutting to ensure the Telecom division reaches its full potential. Ken's skillset includes exemplary project and critical path management, customer relations and large project delivery.
Gil has over 40 years of experience in the design and construction of structures and foundations for high-voltage transmission lines and stations. He also has expertise in transmission line planning and routing.
Marcus is responsible for ensuring the successful leadership and oversight of Valard’s Substation Operations with a focus on delivering safe, quality projects to clients on time and within budget constraints. After attaining his Master of Engineering Management from the University of Canterbury, New Zealand, Marcus logged over 12 years of experience, in Canada and New Zealand, which has included the successful completion of many substation projects – ranging from Greenfield EPC (25kV to 500kV) through to Brownfield scopes (25kV to 240kV).
Alain is responsible for the establishment of Valard in Quebec. Alain has more than 35 years experience in the construction field and in the maintenance of powerlines of any voltage, including the pruning of distribution lines, in Quebec as well as in the Northeastern United States, where he worked for 16 years.
Colin Javra is responsible for Valard's projects in Saskatchewan, Manitoba and Northern Ontario. Colin has over 20 years of experience in the design and construction of civil infrastructure projects. These projects include greenfield construction major transmission stations, and the expansion of brownfield distribution stations. Colin has been the lead project engineer for the construction activities of high-voltage transmission lines including clearing, foundations, erection, and stringing. He also has experience in transmission line routing.
John Carroll has been with Valard since 2012. In his current role, John oversees projects and transmission business in Alberta, BC, the Yukon, Northwest Territories and Nunavut; he also oversees Valard’s European operations in Croatia, Poland and Norway. John has over 30 years of experience in the utility sector, both in Canada and in Europe. He has held a variety of senior management positions in utilities ranging from General Manager to Vice President. John develops high performing teams and integrates these teams into the project management process. John received his Bachelor's Degree in Civil Engineering at the National University of Ireland which he has since complemented with several educational certificates from elite management programs.
Brett has over 10 years of multifaceted experience in the electrical utility sector, all within the Valard Group, including large transmission, substation, and distribution EPC projects. Prior to his executive appointment, Brett was the Project Director of the historic Fort McMurray West 500kV Project, comprising 500 km of transmission lines and two substations.
During this award-winning project, Brett proved his exemplary project management, execution, and overall leadership skills – consistent with his performance throughout his entire career. Prior to Fort McMurray West he managed numerous projects, all successfully complete with robust quality, safety, and cost performance.
Brett has also proven adept at facilitating external stakeholder relationships, inclusive of clients, investors, government agencies, and third-party utilities, across his various projects.
Brett’s educational background includes a Bachelor’s Degree in Electrical Engineering and Master’s Degrees in both Engineering and Business.
